Project Manager (Senior)

Acosys Consulting is currently looking for a Project Manager (Senior) for a contract position with our government client
 
The client requires a Project manager to provide stakeholders and various partners to ensure that this custom software development project (new development, enhancements and on-going operations) are managed to ensure successful delivery of the project within scope, time, cost and quality parameters. The resource shall bring specialized software development project management skills as well as provide ongoing advice and guidance and transfer knowledge to the management team, in order to enhance their project management skills. The Project Manager will also be required to provide strategic and technical advice, have effective understanding and discussion with business lines, and prepare and document findings in a manner that is understandable by the intended audience. In particular, the proposed professional service resources will have a strong aptitude to liaise and meet with IM/IT technical resources and Senior Management, as well as business units, and be able to cater to the audiences in question.
 
Tasks
  • Further define, refine and document the objectives for the project;
  • Determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team.
  • Analyze and evaluate project options based on make/buy, impact and cost/benefit considerations, and propose, justify, plan and cost the implementation of selected options.
  • Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools.
  • Plan, direct and control the activities of a business system development team within scheduled time and cost parameters.
  • Develop and support project schedules.
  • Develop and maintain Work Breakdown Structures.
  • Produce appropriate reports and identify scheduling and/or dependency issues.
  • Conduct and provide critical path analysis.
  • Assist in schedule co-ordination efforts with internal and external project stakeholders.
  • Ensure all organizational (internal and external) stakeholders are committed and moving forward on project and organizational goals.
  • Identify, communicate and manage risks and issues related to the project.
  • Meet in conference with stakeholders and other project managers and states problems in a form capable of being solved.
  • Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools.
  • Report progress of the project on an ongoing basis and at scheduled points in the life cycle.
  • Coordinate business all Projects sign-off (from charter to close-out reports).
  • Provide advice and guidance in change management, cost analysis and technology innovation; Transfer knowledge to business and IM/IT management and Team Leads; and
  • Deliver weekly status updates.
Deliverables
  • Refinement of project initiation and other required documents;
  • Analysis and estimates of project resource requirements, the composition, roles and responsibilities and terms of reference for the project team;
  • Development and advancement of project plans (including project schedules, work breakdown structures, critical path analysis, risk and issues management plans, change management plans, etc.);
  • Formulate statements of problems; establishes procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtains approval thereof
  • Develop and maintain Work Breakdown Structures.
  • Develop and support project schedules and schedule co-ordination efforts with internal and external project stakeholders
  • Produce appropriate reports and identify scheduling and/or dependency issues.
Mandatory Requirements
  • Must have a recognized University degree in Computer Science, Business Administration or Commerce or a related field of study
  • Must have a minimum 10+ years experience as a Senior Project Manager within the last 15 years
  • Must demonstrate 2+ year experience within the last 5 years using detailed project descriptions leading and advising Senior Management with a large-scale (1000+ users) software development project in a Canadian federal government department
  • Must demonstrate 5+ years experience within the last 10 years demonstrating the development and improving IM/IT services and software that improve organizational performance and align with business requirements.
  • Must demonstrate 5+ years of experience within the last 10 years analyzing requirements and developing project plans for software solutions.
 
References are required for 2 projects within the last 5 years demonstrated experience.


Certifications
Must have a valid certification in Project Management (I.e. PMP or Prince2)

Security clearance
The successful candidate is required to hold a valid secret security clearance prior to the contract being rewarded.
